Small pox vaccine in children

can occulsive dressings such as OpSite (r) be used to cover an immunization site to keep children from self-innoculation? If dressing is opaque at which point do you check to see if immunization "took?" Can occlusive dressings be used by health care workers to protect others before scab falls off? SHould health care workers families also be among the first to be immunized? Once immunized can one still be a carrier?
